破折号后可以用完成句子，也可以是其他形式。但破折号后的部分，假如不是句子，要尽可能维持和前面的部分构成完整的句子，所以作者用了and 连接后面的不定式和前面的to open its borders 并列。破折号其中的一个功能是表达作者后添加的想法。
